Time Running Out, But Little Progress in Manipur: The Significance of NDA MLAs’ Letter to the Centre

In a desperate move amidst growing unrest, 27 BJP-led NDA MLAs in Manipur have sent a strong warning to the central government, demanding swift action within the next week. The resolution, discussed during a meeting led by Chief Minister N. Biren Singh, calls for a major operation against Kuki militants responsible for the recent killings of six civilians in Jiribam, including three women and three children. The MLAs are also urging the government to label the Kuki militants as an “unlawful organization” and to hand the investigation over to the National Investigation Agency (NIA). Furthermore, they are requesting a review of the Armed Forces (Special Powers) Act (AFSPA) in six police station areas.

This appeal highlights the worsening situation in Manipur, where ethnic violence between the Meitei and Kuki-Zo communities has led to more than 250 deaths and displaced over 60,000 people since May 2023. The urgency of the letter shows growing concern among the MLAs about the lack of resolution and the rising pressure on both the state and central governments to restore peace.

However, this resolution has sparked criticism from Kuki-Zo legislators, who argue that focusing only on one community and calling for a “mass operation” will not address the larger issue of illegal arms trade among various militia groups. These lawmakers are pushing for a broader approach, including the extension of AFSPA to all areas in the Imphal valley to help recover over 6,000 advanced weapons looted by Meitei militias since the violence began in May.

The response from the central government to the NDA MLAs’ demands is still unclear. While the enforcement of AFSPA in some regions indicates a readiness to take action, its success in ending the violence and bringing stability remains uncertain. Manipur’s situation continues to be tense, with little progress toward a peaceful resolution.
