Pahalgam, Jammu and Kashmir | April 23, 2025
India is reeling from a brutal terror attack that took place on April 22 in Pahalgam, Jammu and Kashmir, where militants opened fire on a group of tourists in the scenic Baisaran Valley. The sudden and deadly assault claimed 28 lives and injured more than 20, including several children and foreign nationals. In response, Union Home Minister Amit Shah visited the site of the tragedy, paid tributes to the victims, and vowed a “decisive and unforgiving” response.

The Attack

According to official reports, the attack occurred around 3 p.m. on Monday as several tourist groups trekked through Baisaran Valley, a popular meadow located a short distance from Pahalgam. Eyewitnesses described chaos as gunfire rang out from the surrounding forests. Many were unable to flee in time due to the steep terrain and narrow trails.

The dead include residents of Maharashtra, Punjab, Delhi, and West Bengal. Three foreign tourists—two from Nepal and one from the UAE—also lost their lives. Over 20 individuals are being treated in hospitals across Srinagar and Anantnag, with several in critical condition.

The Resistance Front (TRF), a Pakistan-backed terror outfit, has claimed responsibility for the attack. Intelligence officials believe the group specifically targeted civilian tourists to incite fear, disrupt the tourism economy, and attract global attention.

Shah’s Visit: Tribute and Assurance

Amit Shah arrived in Srinagar early Tuesday and was flown to Pahalgam under tight security. At the attack site, he laid floral tributes at a makeshift memorial, accompanied by Lieutenant Governor Manoj Sinha and top Army and police officials. He later met survivors and grieving families at Srinagar’s SKIMS hospital.

“This was not just an attack on people, but on the spirit of Kashmir and the unity of India,” Shah said in a press briefing. “Those who believe they can destabilize India with violence will face the full might of our forces. We will not spare anyone.”

Shah emphasized that the government is launching an all-out offensive to bring the perpetrators and their facilitators to justice. He also assured enhanced security for tourists and civilians across the Valley.

Security Review and Action Plan

Following the site visit, Shah chaired a high-level security review meeting in Srinagar. Senior officials from the Army, CRPF, Jammu and Kashmir Police, and intelligence agencies participated in the briefing.

Sources say the attackers infiltrated through forested routes connecting South Kashmir with upper Pahalgam. Drone surveillance, ground intelligence, and intercepted communications are being used to trace their movement. Security forces have launched search operations in Anantnag, Kulgam, and Pulwama districts. Several suspects have been detained for questioning.

The National Investigation Agency (NIA) has taken over the probe. Recovered weapons, including AK-series rifles and grenades, have been sent for forensic analysis. The agency is also studying satellite phone data recovered from the area.

As part of immediate measures, the government has deployed additional troops to tourist-heavy areas. A multi-layered security grid is being established, including drone monitoring, rapid response teams, and facial recognition at tourist checkpoints.

Political and Public Reaction

Prime Minister Narendra Modi condemned the attack in strong terms, calling it “an inhuman and despicable act” and promising a “forceful response.” President Droupadi Murmu and Vice President Jagdeep Dhankhar also expressed condolences.

Political parties across the spectrum stood united. Congress leader Rahul Gandhi called it “a national tragedy” and urged for unity in the fight against terror. Delhi Chief Minister Arvind Kejriwal demanded immediate intelligence reforms and enhanced border security.

In Parliament, both Lok Sabha and Rajya Sabha observed a moment of silence. A joint resolution was passed, condemning terrorism and pledging full support to security agencies.

Public anger was palpable across the country. Vigils were held in Delhi, Mumbai, Chennai, and Bengaluru. Thousands of people participated in candlelight marches, holding photos of the victims and placards reading “India Stands United” and “Terror Has No Religion.”

Economic and Local Fallout

The attack has sent shockwaves through Kashmir’s tourism sector, which had only recently begun to recover after years of unrest and pandemic-related disruptions. Hotels and guesthouses in Pahalgam saw immediate cancellations. The Jammu and Kashmir administration has temporarily suspended tourist activities in the affected areas while security protocols are reviewed.

Local residents expressed fear, frustration, and grief. “We were just seeing some hope, with tourists returning. Now, this horror has shattered everything,” said Ghulam Nabi, a local shikara owner.

To support victims and their families, the Union Territory administration has announced compensation of ₹10 lakh for the families of those killed and ₹2 lakh for those injured. Trauma counselors have also been deployed to assist grieving families and survivors.

International Condemnation

The international community has strongly condemned the attack. The United States, United Kingdom, European Union, Australia, and several other nations issued statements expressing solidarity with India and calling for a united global stance against terrorism. UN Secretary-General António Guterres said, “Targeting civilians in a peaceful region is unacceptable. We stand with the people of India.”

India’s Ministry of External Affairs has engaged with foreign embassies to coordinate support for affected international tourists and their families.

The Road Ahead

While investigations continue and search operations intensify, Amit Shah’s visit has sent a strong political and military message—that India will not be cowed by terror. His words, promising justice and reinforced security, reflect the mood of a grieving but resolute nation.

“This attack will not be forgotten,” Shah said in Srinagar. “It will not go unpunished. The terrorists have tried to shake our spirit, but they have only made us stronger. Peace will prevail in Kashmir—and across India.”
