West Bengal Chief Minister Mamata Banerjee has made a serious allegation against the central government, claiming that it had issued a secret directive to detain individuals in BJP-ruled states based solely on suspicion. Mamata’s Allegation: A ‘Secret Detention’ Conspiracy

Speaking at a press briefing in Kolkata, Mamata Banerjee said that the Union government had quietly circulated confidential instructions to BJP-led state governments, enabling them to detain individuals they “suspect” without sufficient evidence or due legal process.

She alleged, “The Centre has issued a secret order that gives BJP-ruled states the authority to pick up anyone they consider suspicious and send them to detention camps. This is a direct attack on democracy and civil rights.”

Although Mamata did not provide a copy of the alleged order, she emphasized that the move could be a backdoor effort to enforce the controversial National Register of Citizens (NRC) or Citizenship Amendment Act (CAA) provisions, which have faced intense opposition across India, especially in West Bengal.


Targeting Minorities and Opponents?

Banerjee further claimed that the suspected detentions were part of a broader plan to intimidate minorities and political dissenters. “They want to create fear among communities, particularly Muslims, by threatening them with detention. The Centre is using administrative powers for political and communal purposes,” she said.

She linked these alleged detentions to ongoing efforts to implement the NRC, arguing that the government was attempting to “forcibly identify people as outsiders” and isolate them from the rest of the population without due process.


Central Government Yet to Respond

As of now, the central government has not issued any official response to Mamata Banerjee’s accusations. BJP leaders, however, have informally dismissed her claims as “baseless” and “politically motivated.” A senior BJP spokesperson said, “This is another attempt by Mamata Banerjee to create panic and polarize voters ahead of upcoming elections. No such secret order exists.”

They argued that detention camps are a legal requirement under international law for housing illegal immigrants pending deportation and that they are being set up according to the existing legal framework.


Political Reactions and Fallout

Mamata’s comments have generated mixed reactions across the political spectrum. Opposition parties, including the Congress and the Left, have demanded that the Centre clarify its position.

Senior Congress leader Jairam Ramesh said, “If such an order exists, the government must immediately disclose its contents. Transparency is fundamental in a democracy.” CPI(M) leader Sitaram Yechury added, “The use of secret orders to detain citizens is unacceptable. This must be debated in Parliament.”

Meanwhile, human rights organizations and civil society activists have raised concerns about the legality and ethicality of such detentions. “Even suspicion cannot be the basis for detaining people without due legal procedure. This violates both constitutional rights and international human rights norms,” said a spokesperson from the People’s Union for Civil Liberties (PUCL).


Detention Camps: A Sensitive Issue

The mention of detention camps has rekindled memories of the Assam NRC exercise, where nearly two million people were left out of the final citizens’ list. Many of those excluded, including women and daily wage laborers, now face legal uncertainty and fear of deportation or detention.

West Bengal, under Mamata Banerjee’s leadership, has been one of the most vocal states opposing the NRC and CAA. The state government has refused to implement the NRC and has even denied land for constructing any detention centers.
