In response to the tragic fire that devastated a jhuggi cluster in Rohini—killing two children and displacing hundreds—Chief Minister Rekha Gupta has announced a bold initiative titled “Safe Delhi for All,” aimed at ensuring that no citizen, regardless of economic status, is left vulnerable to preventable urban disasters.
The fire, which broke out in the dead of night, tore through the densely packed cluster of over 800 jhuggis in Sector 23, catching most families unaware. Flames fueled by illegal electricity wires, flammable roofing materials, and the lack of firefighting infrastructure turned the area into a death trap within minutes.
The Chief Minister, who visited the site within hours of the incident, was met with scenes of devastation—scorched homes, scattered belongings, and shell-shocked survivors. In an emotionally charged address, she said, “This is not just a fire—it’s a humanitarian crisis that calls for fundamental change in how we view and plan our city.”
Launch of ‘Safe Delhi for All’
Gupta’s flagship initiative focuses on four pillars:
- Prevention through Planning – New safety audits and risk-based zoning laws to include slum clusters.
- Empowerment through Education – Fire safety and disaster preparedness integrated into community school curricula.
- Access through Infrastructure – Establishing emergency pathways, hydrants, and electrification audits in every cluster.
- Justice through Equity – In-situ housing schemes and protection against arbitrary evictions.
Gupta emphasized that urban safety is a right, not a privilege. “If we say Delhi is a world-class city, then safety must be world-class too—for everyone,” she said.
Immediate Relief on the Ground
The Delhi government, under Gupta’s leadership, took swift action:
- Emergency camps were erected within six hours of the fire.
- Free health screenings and vaccinations for children were rolled out.
- Food kits with dry rations and baby supplies were distributed to affected families.
- Counseling services and a trauma hotline were made available in Hindi, Urdu, and Punjabi.
Gupta also assured that no child affected by the fire would miss school. “We will replace lost uniforms, books, even school IDs—everything needed to bring normalcy back,” she stated.
Slum Redevelopment Fast-Tracked
The tragedy has accelerated existing in-situ redevelopment projects under DUSIB. Gupta has instructed that land use permissions and building plans for resettlement flats be cleared within 30 days for the Rohini cluster.
All affected families will be moved into temporary accommodation, followed by permanent flats in the next phase. “This is a promise, not a proposal,” Gupta said.
Bridging the Digital Divide
As part of the Safe Delhi initiative, Gupta has proposed the installation of smart alert systems in slum areas—solar-powered speakers, LED boards, and community apps to broadcast emergency warnings. She is also considering a partnership with tech companies to develop AI-based risk detection tools.
Inclusive Urban Governance
The CM also committed to forming Slum Advisory Councils, comprising residents, ward officials, and urban experts to co-create local development plans. The councils will meet monthly and receive budget allocations to address hyperlocal needs.
“This is how we bring the people into power—not just in rhetoric, but in decision-making,” Gupta added.
National Attention and Future Vision
Gupta’s leadership following the fire has drawn praise from urban policy experts and national media alike. Editorials have credited her with turning a moment of loss into an opportunity for transformative action. “In Rekha Gupta, Delhi seems to have found a leader who doesn’t just react, but rebuilds,” read one editorial.
At the conclusion of her visit, the Chief Minister addressed a gathering of survivors, holding the hand of a young girl who had lost her home. “You deserve safety, dignity, and a future. And I promise, your government will deliver all three,” she said.
